2a. Eligibility of Membership

The Membership of the Association shall be open to those falling under one or more of the following categories:

  a) i)
Those engaged in technical, supervisory, administrative or managerial capacities in textile mills, powerlooms, handlooms, knitting, artsilk, silk woollen and jute Units of the industry and those employed in manufacturing and Trading of Textile Machineries, Fibres, Dyes, Chemicals and Auxiliaries connected with Textile Industry having a minimum qualification of graduation or diploma.
    ii)
Those engaged on the technical or administrative staff of any recognised Textile bodies, Technological or Research Institutes or Laboratories and those working as textile consultants.
    iii)
Those working as Textile Journalists connected with textile and allied periodicals and publications.
    iv)
All those qualified in Textile from universities, polytechnics and other technical institutions recognised by the Governing Council of the Association from time to time.
    v)
Those who had worked at sometime or other in past in any one of the capacities enumerated in ( I ) or ( II ) above
  b) i)
The student membership shall be open to those falling under one of the following categories:
Student of recognised Textile or Technological Institutes studying diploma or degree courses.
    ii)
Person working in Textile Industry or laboratories or Research Institutes not falling under the Regulation 2(a) but besiring to enhance his qualifications by appearing ATA Examination for which he is eligible.
     
 
Class of Membership.
There will be seven classes of members:
(a) Honorary Members (e) Overseas Members Class A & B
(b) Patron Members (f) Organisational Members
(c) Life Members (g) Student Members - Class A & B
(d) Ordinary Members  
     
  a.
Honorary Members
The Governing Council is authorised to award Hon. Membership to a person in recognition of his outstanding services rendered by him for the advancement of Textile knowledge and/or Textile Technology or served the cause of textile industry, after taking into consideration the recommendations of the affiliated Units provided, however that not more than one person shall be awarded Hon.Membership during one year. Such person after the award shall be deemed to be Hon.Member for Life and shall enjoy the same status and rights as Patron Member.
     
  b.
Patron Members
Persons eligible to become member under Rule 2 (a) can be enrolled as Patron member by paying fees as per bye-laws. A Life Member can become a Patron member on payment of fees as per bye-laws on completion of five years as Life Member.
     
  c.
Life Members
Persons eligible to become member under Rule 2 (a) can be enrolled as Life Member by paying fees as per bye-laws.
     
  d.
Ordinary Members
Persons eligible to become member under Rule 2 (a) can be enrolled as Ordinary Member by paying annual subscription as per bye-laws. e. Overseas Members - Class A
A Member of the Association who leaves the country to serve or do business in any part of the world or decides to settle permanently in other country and if he desires to receive notices of the meetings, other communications and journals etc., from headquarters he will be required to pay annual subscription as per bye-laws and his membership will be attached to the Central Office as overseas member Class-A.
 
  e.
Overseas Members - Class B
Any Indian or foreign national who has obtained degree/ diploma from Indian Universities/Institutions or foreign Universities/Institutions and is settled in other countries, will be eligible to become member of the Association provided he fulfills the eligibility criteria given in Rule 2 (a) on payment of annual subscription as per bye-laws and will be attached to the Central Office as overseas member Class B.
 
  f.
Organisational Members
This membership will be open to the Textile Units. Fibre manufacturers. Textile machinery manufacturers. Dyes, Chemicals and Auxiliary manufacturers etc., connected with the Textile Industry and Textile Research Institutions and Laboratories. The Organisational Membership shall be for ten years and its fees shall be as per bye-laws. Such organisational members will have a right to depute two persons for participating in the activities organised by the Association. Such nominees will enjoy all the facilities of Life Membership.
 
  g.
Student Members • Class-A
A student of the recognised Textile or Technological Institutes can apply with a letter from the Head of his Institutes certifying that he is a bonafide student of the Institutes. Every year while renewing his membership, the student member will have to produce similar certificate. His annual membership fees will be as per bye-laws.
 
  h.
Student Members ' Class • B
A person working in Textile Industry or Laboratories or Research Organisations or other organisations (recognised by the Association) desiring to appear for ATA Examination can enroll as a student member (Class-B) provided that he has passed SSC or equivalent examination with English, Maths, Physics and Chemistry. Such Member will have to appear for ATA Examination within a period of two years of his membership, otherwise his membership will not be renewed. His annual membership fees will be as per bye-laws.
 
   
The eligibility criteria of membership mentioned above will have to be verified and confirmed by the Units at the time of the application except in the case of members already on the roll of the Association as on the date of the amendments to these Rules become effective. But in case of ordinary members such verification will be done every year at the time of renewal of his membership.
 
   
The Governing Council shall from time to time frame Rules for entrance and membership fees which shall be finally approved by the General body.
     
   
Persons or organisations fulfilling the eligibility criteria or conditions mentioned in Rule 2 as the case may be is desirous of becoming member of the Association shall apply in the prescribed form of the Association supported by 2 members having 2 years membership of the Association. The admission of the membership shall be governed by the procedure of enrollment of membership as per the bye-laws.
 
   
Persons becoming member of the Association except 5 (a, b & f) will pay an entrance fee as per bye-laws. While changing membership from one class to another class no entrance fee will be charged. Entrance fees will be credited to the Central Reserve Fund.
 
   
Ordinary Members admitted to membership of the Association from 1st April of a financial year or thereafter shall pay full annual fees and the fees so paid will be accounted for the current financial year and his membership will be valid up to 51st March of the said financial year.
     
9.  
Every member of the Association shall be attached to any one of the affiliated Unit, preferably of the area in which he resides or work at the moment. In case he moves to another area thereafter he may transfer his membership to the Unit of that area in which he then resides or works. Such transfer can be made provided that the Central Office is informed accordingly. Pio fees shall be charged for such a transfer.
     
10.  
Student members, overseas members and the persons nominated by the organisational members will be entitled to attend all the functions and General Body meetings of the Association but will not be eligible to vote at the meetings or stand for the election of the Governing Council or Managing Committee of the Units of the Association.
     
11.  
A person/organisations being admitted to the Membership of the Association, he or the nominees of the organisations will be deemed to have agreed to abide by the rules and regulations and bye-laws of the Association that may come into force from time to time.
     
12.  
Members shall continue to enjoy all rights as Patron or Life Members during their life time as the case may be.
     
13.    
Patron Members will be given badges with logo of the Association showing their membership of the Association. Badges will be provided by the Central Office.
     
14.  
Any member whose subscription has remained in arrears for three months and who has not paid in within one month after a written notice given by Hon.Gen.Secretary calling for such payment shall cease to be a member and his name shall be removed from the Register of Members and will not be entitled to vote in the election. The termination of membership of such defaulting members shall be informed to the Governing Council.
     
15.  

Membership fees collected will be shared between the centre and the affiliated Units as per bye-laws. The share of the centre out of the fees of Patron members will be credited to a special fund earmarked for capital expenditure of any nature as decided by the Governing Council. The affiliated Units will be free to spend its share of membership fees in a manner as it deem fit for the furtherance of the objects of the Association.

 

Procedure for Enrollment of new Members
1.  
Application for membership supported by two members of two years standing in the Association will be made on a prescribed form which will be received by the respective Unit alongwith the entrance and membership fees. The Unit will forward the application to the Central Office within two weeks of its receipt. The Unit shall keep its share in membership fees and remit the entrance fees and the share of the centre in membership fees alongwith the application form. The Central Office will not accept any application received directly from member excepting overseas members.
     
2.  
The forms received by the Central Office will be screened by the Hon. Gen. Secretary who will make his recommendation either to accept or reject membership which shall be placed before the Governing Council for final admission or rejection of the membership. the Governing Council may refuse any application or may admit the application without assigning any reason.

4.  
Re admission Fee
Any ordinary member who has ceased to be the member due to non-payment of fees will be readmitted on the payment of Rs. 25/- as re-admission fees in addition to the normal membership fees for the current year. Such re-admission fees will be credited to the Central Reserve Fund.
     
  Election of the Governing Council
5.  
Every two years the Unit will elect their representatives at the Governing Council. The Hon. Gen Secretary of the Association will issue a notice for holding the elections of the Governing Council to all the affilliated Units before 31st July in the year of election is to be held. The notice will state that the number of representatives to be elected by each Unit as worked out on the basis of the membership strength of the Units as on 1st April of the year of election under Regulaion 19.

The election of the representatives will be held by the Units between 1st August and 15th October of the year in which the elections are due in every alternate year and Hon. Secretary of the Units will intimate the names of such elected representatives to the Hon. Gen. Secretary of the Association within a week after the declaration of election results.
   
 
Appointment of Committees
7.  
The Governing Council at its first meeting will appoint a Chairman for the following committees to be constituted for a term of 2 years. The Chairman of such committees in consultation with the Office Bearers will finalise the members of the Committees and shall report to the Governing Council. The Chairman of the Committees and Editor of the Journal if he is not a member of the Governing Council, will be automatically co-opted on the Governing Council. The Committees shall be as under:
  a.
Professional Award Committee (PAC)
The Committee will conduct ATA & GMTA Examinations (Associateship of Textile Association), decide syllabus, fees for registration & examination, frame rules, decide its dates and examination centres and declare result. It will invite applications for the award of ATA and FTA as special cases and recommend such cases to the Governing Council after due scrutiny of the applications for the Award of ATA and FTA and also frame rules for considering such applications of direct ATA and FTA Examination keeping in mind the objects of the Association.
 
b.

Book Publication Committee (BPC)
The Governing Council will nominate a Chairman of BPc alongwith a committee who will decide about publication of new books or tablets as and when initiated. It will invite authors of various disciplines to print new books as per requirement of the Association. The Chairman of the committee will take approval of the Governing Council for the budget.
 

C.

Journal of Textile Association (JTA Editorial Board)
The Governing Council will nominate Hon. Editor who will be a co-opted member of the Governing Council. The Governing Council will constitute Editorial Board consisting maximum seven members in consultation with Hon. Editor. The board will function for a term of two years. the Hon. Editor will submit report in every meeting of the Governing Council and will obtain necessary sanctions for budget and appointment to be published, screening of articles, decide the contents and other information to be published for the benefit of the members and maintain high standard of publication.

The hon. Editor will convene meeting of the Board in consiltation with Chairman of the Board as and when necessary. the Board will recommend to the Governing Council for its approval, important policy changes, such as contract of publication, commission to publisher, frequency of publication, mailing charges, levy from the Units etc.
