(A) BY APPLICATION |
The
award 'Fellow of the Textile Association' (FTA) is given
in recognition of the useful contribution of the person
to the advancement of knowledge in textiles or for application
of knowledge. to the furtherance of textile industry. Papers
published in technical journals, monographs published on
specialised topics, patents dealing with new devices or
techniques and published information about modification
or innovations which have been successful adopted by the
mill or the textile industry, will form the basis for deciding
the award of FTA. Even the mill technicians who have contributed
towards improvements in mill working conditions, resulting
in profits and/or savings in monetary terms can also apply
for the FTA awards, giving details about their work. |

| HOW
THE AWARDS ARE GIVEN |
The
Governing Council of the Textile Association (India) which
consists of elected members from all Units of the Association,
is the governing body which authorise the awards, recommended
by the Professional Award Committee (PAC). The PAC headed
by a Chairman is a committee constituted by the Governing
Council for the purpose of conducting the ATA examinations
and also for evaluating the applications for the ATA and
FTA awards without examinations.
The ATA examinations are generally held in the last week
of December every year. The exact dates of the examinations
are announced in the Journal of the Textile Association
(JTA) and through circulars issued by the Units, at least
three months prior to the commencement of the examinations.
Application form for examination are required to be sent
about three months in advance (i.e. in September). The application
forms for Part-1 examination should be enclosed with a copy
of(l) Certificate of passing or its equivalent exam with
Science, Mathematics and English subjects and (2) Certificate
from the employer in textile field. Results of the examinations
are generally declared in the month of March, of the next
year.
Those who have passed the ATA Part-11 Examination should
register for getting the mark-sheets of Part-11 Examination
and Diploma of ATA Award by paying the award fees mentioned
in the Schedule of Fees. The mark-sheet and results of the
unsuccessful candidates are sent to them without any fees.
Applications for the Direct ATA awards (i.e. without examination)
and the FTA award should be sent before 30th July to the
Honorary General Secretary of the Central Office for awarding
Diploma Certificates in the Convocation, which is held during
the annual All India Textile Conference (AITC).
The
PAC scrutinises the applications for the Direct ATA and
FTA awards, as the case may be. It may call from the candidates
more evidence in support of the applicant's claims for the
award. The recommendations of the PAC are sent to the Governing
Council of the Textile Association (India) for its approval.
If approved, the candidate gets the award of Direct ATA
or FTA. |

| CONVOCATION |
The
FTA As well as ATA Diploma certificates, the 'Certificates
of Merit' (for those getting more than 70% marks), and 'Certificates
of First Rank' in every Optional Group, of ATA. Part-11
examinations are given annually at the Convocation held
at the annual AITC organised by one of the Units of the
Textile Association (India). Normally, Associates and Fellows
are expected to attend the convocation to receive their
certificates. Associates or Fellows unable to attend the
convocation receive their certificates by post after the
convocation. |
| REGULATIONS |
General
REGULATION 1: |
Only
a registered member of the Textile Association (India) is
permitted to apply for the examination or the award. A member
shall apply to the Hon. Gen. Secretary of the Central Office
of the Textile Association (India) through the Unit to which
the member is attached or through a nearby Unit. Application
should not be sent directly to the Central Office.

| REGULATION
2 : |
The applicant for either ATA Part-1 or Part-11 examination
must have been registered as a member of the Textile Association
(India) at least for more than one financial year. (At present
the financial year of the Association is from July to June.)
Thus to appear for examination in December, the candidate
must have been a registered member of the Association before
30th June of that year. He must have paid all dues towards
membership-subscription before 30th June. |

| NOTES: |
| (i) |
Registration fees in all cases are non-refundable.

| (ii)
|
The
applicant has to pay the total amount indicated in the column
(4) of the above Schedule of Fees along with the appropriate
application Form to the Unit. The Unit Secretary will forward
the same to the Central Office after scrutiny for the needful
action. If the application is not approved by the PAC/G.C.
the fees indicated in column (3) will be refunded.

The
Applicant for either Part-11 Examination or ATA Direct Award
or Direct ATA Special Cases or FTA award should become a
Life Member before he sends his application to the Central Office.

| (iv)
|
Verification
of marks: If a candidate wishes that the marks obtained
by him in any paper should be verified, he should apply
within one month from the date of issue of intimation of
marks with a fees as mentioned in the Schedule. There is
no provision for reassessment of the answer books but only
a verification of totalling of marks will be carried out.
If a mistake is found in totalling the marks as a result
of verification, the fees will be refunded. The decision
of the Professional Award Committee will be final in all
cases.

| REGULATION
3 : |
A
student member (Class-A) who has been registered for at
least two years can also apply for Part-1 or Part-11 Examination.
Student studying for Diploma or Degree courses in recognised
Textile or Technological Institutes may get exemption from
Part-1 in anticipation that he would pass the diploma or
degree examination. He can appear for Part-11 examination
before taking diploma or degree, examination, but his passing
result of ATA Part-11 examination will be declared only
after his passing Diploma or Degree examination. Student
Member (Class-B) must appear for the ATA examination within
a period of two years of his membership. He will receive
the Diploma of ATA only if he has a professional experience
of at least three years. |
| REGULATION
4 : |
The
applicant must be at least of 25 years of age at the time
of receiving the award. However, any candidate may be permitted
to appear for the ATA Part-1 or Part-11 examination before
reaching the age of 25 years but will not be given the Diploma
till he completes 25 years. |
| REGULATION
5: |
The application for ATA Part-1 examination must have passed
a Secondary School Certificate Examination (S.S.C.E. or
its equivalent) with an evidence of having taken English,
Mathematics and Science subjects for the S.S.C.E. In view
of their importance to the understanding of textile technology,
it is recommended that the science subjects be Physics and
Chemistry. In considering the Regulations 2, 3, 4 and 5
the PAC may relax the conditions complying the regulations
in view of the long experience and/or technical qualification
or education higher than S.S.C.E. level. |
| REGULATION
6 : |
Members satisfying the necessary conditions mentioned above
may apply for the ATA Part-1 Examination on Form A, to the
Hon. Gen. Secretary, through the Hon. Secretary of the Unit
before a stipulated date for receiving the applications
which is announced through the circular issued by the Unit
and through the Journal of Textile Association (JTA). |

The ATA Part-1 Examination consists of four compulsory papers,
each of three hours. |

| REGULATION
8 : |
A candidate who has appeared for Part-1 Examination but
has passed in only three subject may be 'Allowed to Appear
for Higher Examination' (ATAHE) (i.e. Part-11 Examination)
in the subsequent examination, provided he has cleared the
subject of Part-1 which he wishes to take as Optional Group
for Part-11 Examination. For example, if a candidate wishes
to take two papers in Weaving for Part-11 Examination, than
he must have passed the paper of Principles of Weaving of
Part-1 Examination though he might have failed only in any
one of the three remaining papers of Part-1. However, he
should clear the subject in which he has failed in Part-1.
Otherwise his result will not be declared though he might
have passed the Part-11 Examination.
The candidates reappearing for Part-1 Examination will not
automatically get exemption in the subject if he does not
claim for it while sending his application for a repeat
examination. The candidates appearing under ATAHE must fill-in
Forms A and B concurrently. |
| REGULATION
9 : |
Holders of Diploma in Textiles (Tech/Chem/Engg) from the
list of Colleges or Institutions given in APPENDIX B may
be granted exemption for appearing at the whole of ATA Part-1
Examination. They should attach a certified copy of having
passed the diploma examination from such institute along
with the application form to claim exemption from Part-1
or part of Part-11 Examination. The PAC will evaluate, from
time to time, the Syllabi of new diplomas in textile technology
awarded by various Institutes or Universities to exempt
the diploma or degree holders from giving examination. Candidates
wishing to include their Institute in the list of recognised
Institutes given in APPENDIX B may send a copy of the latest
syllabus of the course to the Hon. Gen. Secretary for the
recognition, of the Institute. |
| REGULATION
10 : |
The candidates who have fully passed ATA Part-1 Examination
and who are Student Member (Class-A) as per Regulation 3
or who are ATAHE as per REGULATION 8, or who have been exempted
from appearing in Part-1 Examination as per REGULATION 9,
may apply for the ATA Part-11 Examination on Form B, to«the
Hon.Gen. Secretary giving evidence about their eligibility
to appear for ATA Part-11 Examination. A candidate must
become a Life Member of the Textile Association before he
fills-in the form for the ATA Part-11 Examination. |
| REGULATION
11 : |
ATA Part-11 Examination consists of three papers. The first
one of these three papers is compulsory for all candidates
while the other two papers can be from the area of choice
of one discipline (Option Group Papers). Papers in Spinning,
Weaving Chemical Processing and Textile Testing and Quality
Control are set with more emphasis on cotton and its blends.
The syllabus for Spinning, Weaving, Chemical Processing,
Testing and Quality Control for jute fibres is also prepared
but as sufficient number (minimum 20 candidates) are not
registering. The examination in Jute Technology are not
conducted at present. |

12 : |
Though for Option Group Paper the aggregate marks for passing
the examination in group papers is 45% (i.e. 90 out of 200
Marks), a candidate must get at least 40 marks in any one
of the two papers. He may get 40+50 (or vice-versa) marks
for paper 2 and 3 to pass the group papers but if the gets
say, 38+52 marks for Paper 2 and Paper 3, respectively thus
making a total of 90 marks for the group, he fails in the
group papers and hence fails in Part-11 Examination though
he is entitled for exemption in Paper 3 which marks could
be carried forward, if he wishes to take exemption in Paper
3 while reappearing for Part-11 Examination in the subsequent
examination. Another example; A candidate gets marks, say,
as follows:
Paper 1-— 35, Paper 2— 42, and Paper 3--48 though
he fails in Paper I and passes the Optional Group Papers
by scoring 90 minimum marks in the group, he has to appear
for all the three papers as he does not get exemption in
any paper or group. |
| REGULATION
13 : |
If a candidate passes Part-11 Examination with one Option
Group Paper with a compulsory paper of Indian Textile Industry
and Mill Management and he wishes to appear for Part-IJ
Examination with another Option Group Paper he may do so
without giving the examination in the Compulsory Common
Paper (by paying the full normal fees with the Registration
fees) for the subsequent examination if he has passed the
compulsory common paper once. |
| REGULATION
14 : |
Refund of Examination Fees on Medical Ground: If a candidate
is unable to take the whole examination because of sickness,
he should produce a certificate from a registered medical
practitioner on the first day of the examination to the
Officer-in-Charge of the examination centre. The genuineness
of the certificate should be vouched by the Hon. Secretary
of the Unit where such an examination is conducted. Application
of such candidate should be sent •within one week
after the completion of the examination to the Hon. Gen.
Secretary. Such applications for refund of examination fees,
will be placed in the PAC meeting for its considerations.
If approved, the applicant will get back only 50% of the
normal examination fees (The registration fees will not
be refunded.) |
| REGULATION
15 : Grace Marks |
For Part-1
Credit of grace marks can be obtained by a candidate by
scoring higher marks than minimum required for passing.
If a candidate gets more than 40% marks in total he is entitled
for a credit of 1 (one) grace mark for 1% additional score
above 40% to the extent of maximum upto 5 marks to be distributed
to maximum two subjects. For example, if the average marks
scored by a candidate in any two papers, say, are 44% i.e.
4% additional score above 40% than he is entitled to get
4 grace marks to pass, in one or two papers in which he
has failed. If by these grace marks he passes the subjects,
then he will be declared to have passed the Part-1 Examination.

No grace mark's are to be given for Part-11 Examination
unless the PAC has passed a special resolution for the purpose
under the extraordinary circumstances. |

REGULATION 16 : |
The
ATA Award by Examination: Diploma Certificate of ATA will
be given only after the candidate fulfils the following
conditions:
(a) He has passed ATA Part-11 Examination.
(b) He should have completed 25 years of age.
(c) He has a professional experience of three years.
(d) He has filled in the Form C with the Registration Fees
as Scheduled.
(e) The application in Form C is endorsed by the Secretary
of the Unit and reaches the Central Office at least six
weeks before the convocation date.
(If a candidate has no professional experience of three
years, a Provisional Certificate of mark sheet only will
be given and Diploma Certificate will be issued only on
producing the evidence that he has worked for three years
in textile industry in a supervisory capacity or has a professional
experience of three years). of examination fees, will be
placed in the PAC meeting for its considerations. If approved,
the applicant will get back only 50% of the normal examination
fees (The registration fees will not be refunded.) |

15: Grace Marks For Part - 1 |
Part-1

candidate can obtain credit of grace marks by scoring higher
marks than minimum required for passing. If a candidate
gets more than 40% marks in total he is entitled for a credit
